What Is the Schengen Visa Cascade Rule? From 6 Months to a 5-Year Visa

Frequent travellers often ask the same question: why do they keep getting short-validity visas when they’ve travelled correctly every time? The answer lies in a mechanism the Schengen rules call the cascade rule — and as of July 2025, there’s a Turkey-specific version of it that most sources still get wrong.

What Is the Cascade Rule?

The cascade rule is a step-by-step mechanism that rewards applicants who have lawfully used their previous Schengen visas with a longer-validity, multiple-entry visa (MEV) on their next application. It’s called “cascade” because each step builds on the one before it, like water flowing down a series of steps. The rule is set out in Article 24 of the Visa Code (Regulation (EC) No 810/2009), and its purpose is to reward reliable, regular travellers while freeing up consulates to focus more scrutiny on first-time applicants.

The General EU Rule: 1-2-5 Year Steps

Under Article 24(2) of the Visa Code, the default rule that applies across every Schengen state is:

1-year MEV: issued to applicants who have obtained and lawfully used three visas within the previous two years.
2-year MEV: issued to applicants who have obtained and lawfully used a previous 1-year MEV within the previous two years.
5-year MEV: issued to applicants who have obtained and lawfully used a previous 2-year MEV within the previous three years.

This is the default rule for any nationality, and a visa’s validity can never exceed the passport’s — it must end at least 3 months before the passport expires.

What Counts as “Lawful Use”?

For a visa to count as “lawfully used,” the holder must have stayed within the 90-day limit per any 180-day period, spent the main part of the trip in the issuing country, and left the Schengen area before the visa expired. Breaching any of these conditions can disqualify the applicant from the cascade rule on their next application.

A Turkey-Specific Rule: 6 Months → 1 Year → 3 Years → 5 Years

On 15 July 2025, the European Commission adopted rules more favourable than the general Article 24(2) baseline specifically for Turkish nationals residing in and applying from Türkiye (Commission Implementing Decision C(2025) 4694). By way of derogation from points (a), (b) and (c) of Article 24(2), consulates in Türkiye now apply these steps:

Applied within 1 year of a lawfully used previous visa’s expiry: 6-month MEV.
Applied within 2 years of a lawfully used 6-month MEV’s expiry: 1-year MEV.
Applied within 2 years of a lawfully used 1-year MEV’s expiry: 3-year MEV.
Applied within 2 years of a lawfully used 3-year MEV’s expiry: 5-year MEV.

The EU Delegation to Türkiye summarises this as: applicants with two lawfully used visas within the previous three years can now reach a 1-year MEV directly — a noticeably faster path than the general rule’s “three visas” threshold.

Who’s Covered, and Who Isn’t

Per the decision’s own text, these adapted steps:

Apply only to Turkish nationals residing in and applying from Türkiye.
Exclude truck drivers, who remain under the general Article 24(2) rule.
Don’t cover other visa-required nationals residing in Türkiye who aren’t Turkish citizens — they also remain under the general rule.
Don’t apply to first-time applicants, since even the lowest step requires a previously, lawfully used visa.

The decision binds consulates in nearly every Schengen state operating in Türkiye, including Iceland, Norway, Switzerland, and Liechtenstein.

A Different Rule Often Confused With Cascade: Which Country to Apply To

Some sources conflate the cascade rule with a completely separate question: if your trip covers more than one Schengen country, which country’s consulate should you apply to? That’s governed by a different provision of the Visa Code and generally points to the country that’s your main destination or where you’ll spend the most time. The cascade rule assumes you’ve already applied to the right consulate — it only governs the validity period of the visa you’ll get. The two rules work together, but confusing them can lead you to think you’ve qualified for a longer visa when you’ve actually applied to the wrong country altogether.

Can You Get a Long-Validity Visa Without Completing the Steps?

Yes, exceptionally. Article 24(2c) of the Visa Code allows a consulate, at its own discretion and independent of the cascade steps, to issue an MEV valid for up to five years to applicants who can demonstrate a genuine need or intention to travel frequently, along with their integrity, economic ties to their home country, and genuine intent to leave the Schengen area before the visa expires. This isn’t guaranteed — it’s entirely at the examining officer’s discretion — but it explains why a well-prepared letter of intent and a consistent travel record matter.

What to Pay Attention to in Your Application

Practical points for applicants hoping to benefit from the cascade rule:

Confirm your previous visa’s expiry date and which step you’re eligible for before applying.
State your visa history clearly, with dates, in your cover letter.
Stay consistent with the 90/180-day rule and the time you spent in the issuing country.
Make sure your passport covers the requested visa validity plus the required 3-month buffer.
Keep in mind that consulates may not apply the cascade steps automatically, and an appeal may be an option if they don’t.
